In virtue of such economic environment, all attempts of adjustments in the global balance towards reduction are unsuccessful, and themselves imbalances are consistently high becauseof search for own benefits by each of the countries. Uncontrolled growth is the cause of environmental problems and their aggravation and irreversible changes in the environment are the result of progressive globalization processes. To solve posed problems there is a necessity to minimize the negative and maximize the positive effects on the environment.
